Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health.  PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:    

The Public Health Foundation of India (PHFI) is a public-private initiative that has collaboratively evolved through consultations with multiple constituencies including Indian and international academia, state, and central governments, multi & bi-lateral agencies and civil society groups. PHFI is a response to redress the limited institutional capacity in India for strengthening training, research, and policy development in Public Health. PHFI is implementing the capacity building (Norther & Central Region ) and activities management for  HIV component of the GFATM for the period April 2024-March 2027 .                                        


The Manager Operations will play a vital role in ensuring the smooth implementation and successful outcomes of the NACO capacity-building Project Samarthya (North Region) by supporting in overseeing operational activities.

The key responsibilities will include, but not be limited to, operational planning.

  • Resource management at the state and district level.
  • Logistics and procurements
  • Coordination and communications with all stakeholders and institutions at the state and district level;
  • Monitoring and handholding support to state and regional teams.
  • Risk management, ensuring effective implementation of project activities.
  • Consolidation of reports (monthly/quarterly/annual).
  • Ensuring the quality of capacity building programs.
  • Travel as required.
  • Any other work assigned by the Project Director and VP- Public Health Systems Support.



  • Degree in Social Sciences/Public Health//Management or related field.



  • At least 10-15 years of experience with donor funded projects.
  • Proven track record of professional, timely and high-quality consultancy assignments in the field of health sector.
  • Demonstatered outstanding leadership, strategic thinking, organizational, team management and representational skills                                                                                                              
  • Preference will be given if the candidate has been working in the field of HIV/AIDS with demonstrated strong management and ability to function effectively with multiple counterparts.  


  • Excellent understanding of HIV/AIDS, Health Systems, and development issues.
  • Good knowledge of national, state and district level government administrative structures, processes, and Community engagement.
  • Sound understanding of right based approaches to healthcare issues.
  • Experience in designing strategies on health sector issues.
  • Experience in usage of computers and office software packages.
  • Excellent spoken and written English and Hindi skills
  • Preference will be given if the candidate has been working in the field of HIV/AIDS and prior Experience of working with GFATM projects.
