Brief on the Organization:

Project Brief:
PHFI has been selected by the MOHFW to provide technical services as Independent Verification Agency (IVA) for “India’s Enhanced Health Service Delivery Program (EHSDP)” and “Transforming India’s Public Health Systems for Pandemic Preparedness Program” (PHSPP) under World Bank support. “DLIs are selected targets to measure progress in outputs and outcome of the program and are predefined and agreed on by the Bank and the Government of India. The achievement of the target is required to trigger payment from the Bank to MOHFW. PHFI will serve as the IVA for five years. PHFI‘s role would be to carry out independent verification of achievement of each Disbursement Linked Indicator reported by MOHFW for each disbursement claim under the program using the verification protocol to corroborate the stated facts in the DLI Claim Letter issued by MOHFW as the starting point for the verification according to a schedule to be agreed with MOHFW and the World Bank and thereby confirming whether the target has been met or not. MOHFW would aid PHFI in ensuring that the relevant departments will fully cooperate and provide all the necessary information and access to data to the team on time. PHFI will prepare and submit independent verification reports to MOHFW in a format that is mutually acceptable to both MOHFW and the Bank. The start date of the project is 1st June, 2023. This position is based at National level. S/he will report to the Team Lead. The position will require travel within the country as per need.
Deliverables:
• Work closely with the Team Lead and other team members in providing technical guidance and support on the DLIs verification • Assist in developing the methodology, tools development, development of detailed annual verification plans, data collection, analysis and reports • Obtain periodic data from MoHFW, NHSRC, states and other sources for verification of the DLIs • Provide technical leadership and support in the preparation of implementation plans for overall M & E requirements. • Works in close collaboration with the team lead and other key experts in analyzing and evaluating the field data of each DLI. • Provide inputs to the Thematic lead on sample size selection and sampling procedure for DLI verification and indicators. • Design and devise the formats for data collection of each indicator in coordination with the key experts. • Provide oversight for and coordinate field-level data collection activities • Capacity development and knowledge facilitation to the Data Expert/analyst and Data collectors on necessary monitoring and evaluation tools. • Monitoring and quality assurance of the entire verification process • Review and analyze the data collected. • Identify and flag issues in data collection and provide solutions to mitigate and resolve them. • Perform any other relevant task assigned by the Team Lead/Project Lead • Experience of working with MOHFW/at state-level with Department of Health and Family Welfare preferable in M& E activities • Experience in Work Plan Preparation & M&E frameworks. • Support for Documentation is required • Report writing/Preparation of reports • Effective Communication skills • Good Interpersonal skills’ • Ability to work in cross cultural teams • Ability to plan, conceptualize and organize • Ability to make logical decisions and ensure transparency |
